Communications Minister Datuk Seri Fahmi Fadzil has called for a significant expansion of digital safety campaigns into Malaysia's rural communities, arguing that current efforts remain too concentrated in urbanised areas where the need is arguably less acute. Speaking at the Community Carnival: Safe Internet Campaign in Felda Palong 2, Jempol, on July 30, Fahmi highlighted the gap between rural and urban digital literacy initiatives, suggesting that underserved communities should no longer be overlooked in national awareness-raising efforts.

The distinction Fahmi draws between urban and rural digital engagement reflects a broader challenge facing the nation's digital transformation agenda. While city dwellers increasingly navigate online commerce, social media, and digital services as routine aspects of modern life, rural populations—particularly those in FELDA (Federal Land Development Authority) settlements—often lack equivalent exposure to both the opportunities and risks of internet use. This disparity has real consequences, as rural residents engaging with digital platforms without proper guidance become vulnerable to scams, data theft, and exploitation at precisely the moment when digital participation could unlock genuine economic advancement.

He emphasised that programmes teaching digital entrepreneurship—such as becoming TikTok Shop affiliates or leveraging established e-commerce platforms including Shopee and Lazada—should be made accessible in rural settlements where internet infrastructure and formal training opportunities remain limited. The MCMC will need to develop culturally contextualised messaging that resonates with rural audiences, potentially incorporating local languages, community leaders, and trusted institutions to maximise engagement and retention of safety concepts. A one-size-fits-all approach modelled on urban campaigns would likely prove ineffective given the distinct social structures and digital usage patterns of rural communities.
