A Chinese national has admitted guilt to attempting to smuggle sensitive US military communications equipment back to China, marking the latest enforcement action in an intensifying technology rivalry between Washington and Beijing. Chen Dingwei, 29, pleaded guilty in federal court in Salt Lake City, Utah, on Monday to violations of the Arms Export Control Act, exposing him to a potential sentence of two decades in prison. US District Judge David Sam accepted the guilty plea and set sentencing for October 19, concluding a case that underscores the growing sophistication of efforts to divert advanced defence systems to China.
The charges centre on Chen's attempt to acquire military-grade satellite modems and radios manufactured exclusively for the US Department of Defence. These devices, produced by American defence contractors, fall under the most restrictive export categories in the International Traffic in Arms Regulations (ITAR), a comprehensive framework governing the sale and transfer of sensitive military technologies. Under US law, licences for exporting such items to China operate under a "presumption of denial" policy—effectively an absolute prohibition on all shipments to that destination, reflecting concerns about technology transfer to strategic competitors.
According to court records filed in the case, Chen and unnamed co-conspirators based in China orchestrated their acquisition scheme between March and October of last year. The operation relied on a layered approach designed to obscure its true destination and purpose. The group initially contacted a Switzerland-based arms dealer with a US subsidiary, exploring mechanisms to route the equipment through an intermediate location before final delivery to China. They identified Saipan, capital of the Northern Mariana Islands and a US territory in the Pacific, as a transshipment point that might facilitate the smuggling operation without triggering closer scrutiny.
The financial dimensions of the scheme reveal both the value of the targeted equipment and the determination of the conspirators to complete the transaction. An initial down payment exceeding US$40,000 was made to secure ten satellite modems. When it became apparent that conventional payment methods might leave detectable traces, the group pivoted to cryptocurrency, moving approximately US$30,000 in digital assets to continue funding the acquisition. This shift suggests sophisticated understanding of counter-intelligence techniques and the vulnerabilities of traditional financial monitoring systems.
Chen's communications with the intermediary disclosed ambitions that extended far beyond the initial order. In messages reviewed by prosecutors, he asserted that the first consignment represented merely a pilot purchase, and claimed access to sufficient funding to acquire tens of millions of dollars in additional US military equipment over time. The scale of these statements suggested a systematic procurement operation rather than an isolated incident, indicating that the conspiracy aimed to establish an ongoing pipeline of advanced defence systems to Chinese government or military entities.
The operation unravelled when a Department of Homeland Security undercover agent infiltrated the transaction chain, posing as a middleman facilitating the deal. This infiltration allowed US law enforcement to monitor the conspiracy's progress in real time and gather comprehensive evidence of intent and capability. Chen's arrest on October 6, 2025, in Saipan—where he had travelled to retrieve the modems—prevented the physical transfer of the equipment and brought the smuggling network to a decisive halt.
